If you're still a teenager (which I'm guessing you are by the way you refer to your breasts as "boobies") the best thing you can do is realize is that you're no where near being fully developed yet, and just give yourself time to grow as you naturally will.

In the meantime if you need a special dress to fit better, you can always get a padded bra.
